National Emergency Management Authority תמונה ראשית תוכן דף The National Emergency Authority (NEMA) is tasked with coordinating and integrating all of the organizations responsible for home-front defense during emergency scenarios. The authority was established in December 2007, as a product of the lessons learned during the Second Lebanon War. NEMA is an important tool that enables the Minister of Defense to manage and coordinate responses to emergency situations in the civil sphere. NEMA accomplishes the aforementioned by planning, coordinating, and directing all national and local authorities dealing with preparation for emergency scenarios, and educating civilians on the subject. NEMA also works to maintain national resilience and functional continuity throughout crises and emergencies. NEMA's Routine Responsibilities: 1. Enhance the preparedness of emergency service providers and related offices 2. To assist the Minister of Defense, emergency bodies and service providers during emergency scenarios 3. Asses threats and submit analysis of their impact on civilians and the public sphere 4. Prepare and submit for government approval a national management plan for emergency scenarios 5. To approve and confirm the quality of service of designated offices, according to national plans 6. Prepare annual reports assessing the readiness of emergency service providers, to be presented to the government 7. Establish criteria and procedures for emergency service providers, as relevant to various scenarios 8. Set the rules and standards of emergency service providers regarding their maintenance of strategic inventory 9. Conduct exercises and present instructions to service providers10. Establish training procedure and qualifications for officials, first responders and emergency service personnel11. Coordinate the distribution of information to the public 12. Initiate and coordinate research and development activities for emergency preparedness 13. Promote cooperation with international bodies and organizations NEMA's Responsibilities During Emergency Scenarios:1. Provide a situation asssessment of the civilian sphere to the Minister of Defense and Israeli government2. Coordinate the distribution of information to the public, regarding emergency services 3. Coordinate procedures related to the receipt of international assistance4. Make recommendations to the Higher Economy Preparedness Committee in response to developing emergency situations.5. Monitor the implementation of policies determined by the Minister of Defense 6. Fulfill functions directed by the Minister of Defense.NEMA-coordinated National Processes:1. Regulations and training: emergency regulations, human resources training8. Legal infrastructure for civilian activity at the home front: Memorandum of the "Civil Emergency Preparedness Law" (the "Home Front Law")
